Dear Florida DCs and FCPA Members,
It’s time to bring everyone up to date on this year’s Florida legislative activity, specifically our Injectable Nutrient’s Bill. CS/HB439 (https://www.flsenate.gov/Session/Bill/2026/439/?Tab=BillHistory
It was a banner year for all Florida DCs.
First, I would like to thank the FCA—especially their outstanding lobbying team and Attorney Kim Driggers for their exceptional work toward our united goal of advancing nutrition for DCs in Florida. For the first time that I can recall, both associations worked together from start to finish in the effort to advance your rights as a primary care doctor in Florida.
I must also give credit to the FCPA team, led by our lobbying firm, Continental Strategy, Jimmy Card along with Dr. Bill Heyser and myself, Dr. Roderic Lacy. This effort involved months of meetings, phone calls, and thousands of texts, emails, and letters; not to mention the donations we received from our supporters.

We are especially grateful to both our recent and past donors, whose generous support made this effort possible.
Once filed in both the House and Senate momentum built quickly as our bill was supported by Legislators in both the House and Senate, generating great optimism. This was a truly unified effort within our profession, with no organized opposition. We received strong support and enthusiasm from many groups and outside institutions.
Just having our bill filed in both the House and Senate was an achievement in itself.
Then came the day our bill was heard and voted on in its first House committee meeting. Dr. Heyser was prepared to testify if needed. Remarkably, the bill was not even debated—it passed 110 to 2.
Excitement continued to build as we approached the second House committee meeting. Once again, success—this time passed also. We were clearly on a strong path forward.
However, momentum shifted when our bill was not put on the Senate committee schedule. Politics have a habit of twists and turns in a moments notice and this was a perfect example of a twist obviously not in our direction, obviously we were very disappointed.
We now view this as an opportunity to improve and come back stronger next year. We were very very close, you could taste victory.
Next year brings a new beginning, and we are encouraged knowing that our colleagues in Tallahassee recognize our efforts and are ready to work with us again.
This effort did not come without financial cost. Many thousands of dollars were invested; funds that you generously donated and helped us raise through seminars. With your continued support, we will do it again.
The FCPA is here for you, just as the FCA is. United, we will get the job done.
Thank you for the support you have given us since the founding of the FCPA in 1998. It has been a long journey, and we are not giving up now.
Next time, we will be not only be on the Senate schedule but we will be heard.
