Dr. Lacy graduated from Palmer College, Davenport, Iowa in 1975.  He was class president in 1974.  He practiced in Mississippi and Alabama until he moved to Vero Beach, Florida where he practiced until 1983.  He moved to Orlando, Florida and practiced there until he retired in 2005, except for the time he attended medical school..  

He moved to Santo Domingo in 1991 and attended UNIREMHOS University Medical School where he roomed with fellow FCPA Board members Ron Cohn, MD DC, and John Jagusch, DC,  until he graduated in 1997 and returned to Orlando where he continued to practice chiropractic medicine until his retirement in 2005.  

After retirement in 2005 he moved to Santo Domingo, Dominican Republic and entered  a neurosurgical residency program at Dario Contreras Hospital.  After completing nearly 3 years in the program he received his general medical license and is now working as a first entry emergency room surgeon volunteer when he is not in Orlando managing the FCPA. 

In 1997 Dr. Lacy was the founding father of the original FCPA  which challenged the State of Florida  ruling against injectable nutrition two times in court.  He reincorporated the “NEW FCPA”  in August 2011 and began accepting members at that time.  

Dr. Lacy retired from active chiropractic practice in 2005 and put his license as inactive, which is listed under the title of “Suspended/Inactive” in the Florida records. 

Dr. Lacy has two daughters.  Tiffany graduated from the University of Central Florida as a biology/chemistry major and now  teaches biology and chemistry and Amber graduated with an animal science degree from the University of Arizona. 

Dr. Heyser is trained on the latest diagnostics, treatments & technologies. He has 30 years of experience in Tallahassee.  He holds both DC and MD degrees, and is dual Board Certified. 

 

Dr. Joel Manion was born and raised in the state of Florida and after high school went on to the University of Florida where he graduated and obtained  his first bachelors degree in Exercise physiology in 1999.   Dr. Manion then went on to Logan College of Chiropractic from Sept. 2005 till graduating in December of 2008.  While studying for his Doctorate degree in Chiropractic Medicine, he also earned a second bachelor’s degree in biology from Logan.  While attending Logan, Dr. Manion discovered his deep desire and love for providing patients with complete healthcare to include chiropractic, physical therapy, and medical intervention when needed.  He truly felt to make an impact on our communities patients needed and deserved to have all healthcare needs at their fingertips.  After graduating from Logan University, Dr. Manion worked in many different office settings to only realize that he would not truly be satisfied until he was able to practice in a multi-disciplinary setting working side by side with an allopathic physician.  This philosophy and thought process is what has lead Dr. Manion to strongly support and become a dedicated board member of The Florida Chiropractic Physicians Association. 

Sticking to his beliefs and thought process of how healthcare should be, Dr. Manion started his own multi-disciplinary practice in October of 2011 in Jacksonville, Florida.  This enabled Dr. Manion  to provide patients of the communities he serves with the most complete and comprehensive healthcare in Jacksonville.  Dr. Manion is now able to work side by side with a medical physician offering the patient all of their chiropractic, physical therapy and medical needs.  In Feb of 2012, Dr. Manion decided he wanted more to offer his patients and decided to enroll in medical school and advance his education giving him the ability to one day provide the most comprehensive healthcare to all patients that he will serve.  Dr. Manion graduated medical school in June of 2014 and is currently studying for his medical boards.  He looks forward to completion of these boards allowing him to apply and enter residency which will begin July of 2014.  Currently Dr. Manion is licensed and practicing chiropractic full time while preparing for the next step of his medical boards. 

When Dr. Manion is not seeing patients, he loves spending time with family and friends.   He enjoys surfing, water skiing and being outdoors.  He enjoys everything about the 80’s including the music, styles, and movies. 

Luz Maria Ortiz Alcantara, a native Dominican, is originally from Las Cabuyas, a small town near La Vega on the north side of the Dominican Republic.

In 2000, she moved to the capital city, Santo Domingo, where she entered the Universidad Dominicana  Organisacion & Metodos and achieved a Bachelor’s Degree in Accounting.

During her 9 years of tenure for a prestigious hotel company in the heart of Zona Colonial, the historic part of Santo Domingo, she held progressively challenging accounting positions.  
In 2011, she became part of the FCPA Governing Board and manages the day to day running of the FCPA office.

She currently lives in Las Terrenas, Dominican Republic with her five dogs and four chickens and is very active in her Dominican community. In her spare time she likes to read, watch movies and learn new things.

Dr. Clifton Bethel’s journey started after high school with enlistment in the U.S. Coast Guard. Following this he entered college unsure of his direction and took music and biology and then computer classes.  Eventually he enrolled in a paralegal program and earned his Bachelor’s Degree in 1991 from Marycrest University in Davenport, IA. He relocated to the Washington, DC metro area and worked as a paralegal and case manager at Jones, Day, Reavis and Pogue. He did not find this work satisfying and looked for something that would fit his lifestyle and interests in health, biology and nutrition. After some thought and conversations with family it became apparent that chiropractic was his destiny. He then returned to Davenport in 1994 and received his Doctorate in Chiropractic (D.C.) in 1997 from Palmer College of Chiropractic in Davenport, IA. He earned his Chiropractic Certification in Spinal Trauma (C.C.S.T.) in 2005, and his Master of Science Degree in Nutrition in 2013

He is married to Elena Bethel, formerly a teacher of 13 years in Moscow, Russia who is a Nurse Practitioner program specializing in Adult & geriatric.  Their family includes three lovely, grown daughters and a beautiful, energetic 5-year old son.

Dr. Bethel is in full time practice after graduation, and has concurrently taught Anatomy & Physiology I & II, General Biology, Human Biology, Issues of Contemporary Health, Advanced Medical Terminology, Human Diseases, Medical Ethics and Legal Research & Writing classes in local colleges. He also allocated time to working with political candidates at the local, state and federal level and has served as a delegate at these levels. His interests in the political process and the machinations of legislation lead him to become involved in advocacy in several areas. This experience provided valuable insight into the maneuvering of the forces that craft our laws; and will be beneficial to assisting the FCPA achieve success in attaining its goals.

As indicated, Dr. Bethel had joined the FCA while at Palmer, with the intention of practicing in Florida soon after graduation. However life sometimes comes along with its own plans and due to his Dad being diagnosed with lung cancer, he changed his timeline for relocation. Afterwards he and his wife Elena were primary care givers for his blessed mother who suffered from Alzheimer’s until she passed away in August 2008. Thus it was in 2009 that events were in motion and he and Elena soon were licensed in Florida and look forward to relocating to the Sunshine state in the near future.

After being contacted by Rod in September 2007 about the FCPA, Dr. Bethel joined and became active and was eventually chosen to be the president of the FCPA for 2 years through the end of 2013. During this time he personally contacted all the board members of the FCA and its CEO concerning collaborative efforts and potential cooperation. Additionally he spoke with the presidents and/or CEOs of the Florida Medical Association (FMA), Florida Osteopathic Medical Association (FOMA), Florida Nurses Association (FNA), Florida Nurse Practioner Association (FNPA), Florida Podiatric Medical Association (FPMA), Florida Optometric Association (FOA, Florida Pharmacy Association (FPA), and Florida Society of Health-System Pharmacists (FSHP) again for the purpose of attempting to find common ground, potential for cooperation and support in mutually beneficial efforts. This communication was passed on to the various boards and administrations of these associations and there were proposed Memorandums of Understanding (MOU) drafted and doors were opened that will potentially provide mutual support in future efforts.

In his spare time, Dr. Bethel has enjoyed participating in Community Theater.  In 2001 Dr. Bethel organized the first “Totally Accessible Performance Benefit” in the state of Illinois for the Deaf, Hard of Hearing, Blind, and Visually-Impaired and persons using wheelchairs at the Playcrafters Barn Theater in Moline, IL.  Recognition for this long overdue event ran the gamut from local Mayors, to State and Federal Legislators to the President of the United States. Additionally Dr. Bethel has played in several pop/rock bands for many years including national touring bands and still gigs today as a ‘weekend warrior’. He is a PADI certified Master Scuba Diver, and has enjoyed diving in the clear, warm Caribbean waters. More than anything he enjoys spending time on Florida’s beaches with his family, frequenting the nearest Tiki Bar to stay hydrated, and watching football and basketball with his future Hall-of-famer son.

Dr. R. Ernest Cohn, received his Doctorate in Chiropractic (D.C.) and X-Ray proficiency in 1977 from the Palmer College of Chiropractic, his Medical Doctorate (M.D.) degree from UNIREMHOS School of Medicine in 1997 and his Naturopathic Medical Doctor (N.M.D.) degree from American University of Integrative Medicine in 2001.   Additionally he has an A.S. and a B.S. degree in the Sciences.

Dr Cohn has traveled to many third world countries and provides essential medical services each year for more the 10 years.

Dr. Cohn received his Diplomate in Chiropractic Orthopedics in 1983 and isa fellow of the American Academy of Chiropractic Orthopedics.  He has taughtpost-graduate education since 1983 initially for the National College ofChiropractic. He continues to teach and has taught certification programs forLogan College of Chiropractic, Los Angeles College of Chiropractic, Northwestern College of Chiropractic, Palmer College of Chiropractic, Cleveland College of Chiropractic, Western States College as well as others.  He has taught hundreds of seminars to over 10,000 doctors extensively throughout the U.S., 
Canada, Australia and the Caribbean in addition to many state and national conventions. 

Dr. Cohn has authored materials for a number of entire post-graduate courses.  These include books and manuals on “Examination of the Lumbar Spine, andPelvis” (1986), “Cervical spine and Cervicobrachial Examination” (1988),”Permanent Impairment Rating of the Whole Person” (1985 & 9), “Physical andLaboratory Diagnosis for Orthopedics” (1988), “86 Orthopedic Tests” (1986 & 9),”Objective Testing of Pain” (1988), “A Correlative Review of Examination for Independent Medical Examiners” (1992) and “Impairment Rating, Examination and Disability Evaluation” (1993 & 96). Additionally he has authored major papers on nutrition, orthopedics and hospital protocol in major Chiropractic Journals.  In 1995 he published an extensive “Review of the American Medical Associations Guide to the Evaluation of Permanent 
Impairment” that was published by the American Chiropractic Association Council on Chiropractic Orthopedics. 

Dr. Cohn’s most recent book on Impairment Rating and Disability Evaluation was published in May of 2001 (Revised April 2008) and he uses the text in teach the board certification programs for the NAAIRP. Dr. Cohn is a Founding Fellow of the American Back Society, an international interdisciplinary professional society that researches and presents symposiums on the spine.  He has been a member of its committee on Imaging.  He is a Founding Fellow of the North American Academy of Impairment Rating Physicians and is presently serving as its’ Secretary – Treasurer.

Dr. Cohn has served as the president of the North Carolina Council on Chiropractic Orthopedics.  He has served as the chairman of the N.C. Chiropractic Associations hospital protocol and health planning committees.  He has chaired the committees of public relations, physical therapy, orthopedics, health planning and education.  He was a member of the N.C. Department of Correction Substance Abuse Committee as Lt. Governor Jim Gardner’s appointee.

Dr. Cohn served on the board of directors of Preferred Care of America, an HMO co-operative.  He is the principle physician in charge of Carolina Chiropractic Orthopedic Consultants and the Holistic Medical Clinic of the Carolinas with his practice being in Wilkesboro, N.C.  He reviews claims and does examinations and case reviews for many carriers, law firms and physicians throughout the United States and Canada. He has served on the board of the North Carolina Integrative Medical Society and is a board member of the North Carolina Board of Chiropractic Examiners. His practice is limited to musculoskeletal medicine, conservative orthopedics, integrative medicine and independent medical examinations.  Additional biographical information is available upon request.

 

After returning from his enlistment in the US Army, Republic of Vietnam, as a Combat Medic, He returned to college. Upon completion of college, he spent the next four years attending the Southern California University of Health Sciences, Los Angeles College of Chiropractic Medicine.

After completing his studies and earning a Doctor of Chiropractic degree (DC), he started a practice in Los Angeles. A few years later desiring to expand his knowledge base, he returned to school and became certified as a Chiropractic Orthopedist.

In 1999, once again hungry to expand his medical knowledge Dr. Dinehart enrolled in the University of Health Science Antigua, College of Medicine. He ultimately graduated in 2002 and was awarded the degree of Doctor of Medicine.

After 40 years in practice Dr. Dinehart has retired and relocated to Las Vegas where he’s planning on volunteering at the local VA hospital.

Dr Ross has been in private practice for 30 years as a Chiropractor in the greater Orlando area. He lectures nationally on a variety of topics in the medical-legal field. 

Prior to graduating from chiropractic school, Dr. Ross was a full time deputy sheriff with Orange County Sheriff’s Department in Orlando. Upon graduating from chiropractic school and moving back to Orlando, he joined Seminole County Sheriff’s Department as a reserve deputy for 10 years.

Dr. Ross attended University of Central Florida, graduating in 1977 followed by attending Rollins College graduate program in Winter Park Fl in the MSM program. Followed by 4 years at Life Chiropractic College for Chiropractic, graduating in 1982.
