Roderic Lacy

Founding Father & CEO

Graduated from Logan College in 1997 and practiced in Orlando until retirement in 2005. Entered a neurosurgical residency at Dario Contreras Hospital in Santo Domingo, earning his general medical license. Founded the original FCPA in 1997 — twice challenging Florida’s ruling against injectable nutrition in court — and reincorporated the new FCPA in August 2011.

Billy G. Heyser

FCPA President

Trained on the latest diagnostics, treatments and technologies, with 30 years of experience in Tallahassee. Holds both DC and MD degrees and is dual board certified — a tireless voice for Florida chiropractors at every legislative session.

Joel Manion

Past President

Florida native; UF Exercise Physiology grad (1999). Earned his DC at Logan College in 2008 and went on to medical school, graduating in 2014. Runs a multi-disciplinary practice in Jacksonville delivering chiropractic, physical therapy and medical care side by side — embodying FCPA’s primary-care vision.

Clifton Bethel

Past President

U.S. Coast Guard veteran turned chiropractor. Earned a paralegal bachelor’s at Marycrest University before returning to Davenport in 1994 to pursue chiropractic. Brings a disciplined, evidence-based perspective to FCPA’s policy and education work.

Luz Maria Ortiz

Accounting · Board Member · Executive Secretary

Native Dominican from Las Cabuyas. Earned her Bachelor’s in Accounting at Universidad Dominicana O&M and held senior accounting roles for nine years at a prestigious hotel group in Santo Domingo’s Zona Colonial. Joined the FCPA Governing Board in 2011 and runs day-to-day office operations.
